All fluorescent and most high intensity discharge lamps contain mercury, a naturally occurring element in the environment. It is important that lamps and other products containing mercury be properly managed to protect human health and the environment.
In 2000, the US Environmental Protection Agency (EPA) added hazardous waste lamps to the federal list of universal wastes regulated under the Resource Conservation and Recovery Act (RCRA). EPA developed the Toxic Characteristic Leaching Procedure to determine the toxicity of waste. TCLP is designed to simulate the leaching a waste will undergo if disposed in a sanitary landfill. This test includes mercury. lead, cadmium, and other hazardous materials. Passing this test for mercury, for instance, requires a yield of less than 0.2 milligrams per liter upon completion of the test.
